The pick, the pack, and the label look the same as any other ecommerce order. What differs is that every unit leaving for a United States customer is a withdrawal from a customs inventory, and every withdrawal has to be accounted for by quantity, zone status, classification, and value. Operations that run this well treat the customs record as part of the fulfillment process rather than a monthly reconciliation exercise.
What This Covers
Cross-border parcel programs were built on an administrative exemption that allowed low-value shipments to enter free of duty with simplified processing. That treatment has been suspended, and those shipments now require an entry filed in the Automated Commercial Environment with full 10-digit classification. The per-shipment cost the model was designed to avoid is back on every order.
The response most brands have reached is to move the inventory position rather than the parcel route: import in bulk, hold inventory in the United States, and ship domestically. One entry covers a container instead of thousands of parcels, and transit time shortens. One point to carry into any plan: zone admission is not a route to preserving low-value duty-free treatment, because CBP has held that merchandise imported in bulk and admitted to a zone is not eligible for the exemption on withdrawal. A foreign trade zone does not automatically reduce or eliminate tariffs. Classification, origin, zone status, Chapter 99 measures, and trade remedies determine the duty treatment of merchandise entered for United States consumption.
A parcel shipped from an activated zone to a United States consumer carries four distinct cost lines. They respond to different variables, so they are worth modeling separately rather than as a blended cost per order.
Duty becomes payable when merchandise is entered for United States consumption, at a rate following classification, origin, zone status, and any applicable trade remedy measures. Deferral changes when the cash leaves, not the amount owed on goods sold domestically.
This is where parcel volume meets the zone procedure most directly. A qualifying operation may consolidate a week of consumption withdrawals into one estimated weekly entry, filed as Entry Type 06. The merchandise processing fee is 0.3464 percent of entered value, subject to a per-entry minimum and maximum. For fiscal year 2027, beginning October 1, 2026, the minimum is $34.58 and the maximum is $670.86, published July 31, 2026 at 91 FR 48398. The cap only binds when entered value per entry exceeds roughly $193,700, so the calculation should be run on actual entry values. For an operation withdrawing every business day, the difference between many entries and roughly 52 per year is material, and brokerage administration follows the same pattern.
Receiving, put-away, pick, pack, branded presentation, and returns processing are priced on labor and handling rather than customs treatment. The zone adds recordkeeping to these steps without changing the physical work.
Parcel spend is usually the largest controllable line in a consumer order, responding to inventory position, service selection, packaging dimensions, and carrier agreements. A Georgia coastal position reaches roughly 70 percent of the United States population within two-day ground service via I-95 and I-16, with coverage improving inland along the Savannah-to-Atlanta corridor — which lets a single coastal position hold most delivery promises on ground rates rather than air.

The forecasting implication matters most during peak. A tight estimate constrains a high-volume day, and a loose one across hundreds of lines creates reconciliation work. Both are manageable with demand data and a defined escalation path.
Zone treatment does not change carrier selection, and carrier selection is usually where the larger dollar figure sits on a consumer order.
